The airline does not charge if the guest cancels within 24 hours of booking. There is a small cancellation fee if you do not take advantage of the free period.
The 24-hour rule only applied to passengers who still had valid, refundable tickets. Airlines consider tickets purchased during peak season to be non-refundable.
